for an estimate of Rs. 100 lakhs. As per direction
received from Government the Municipality has been
requested to move for State Share after utilising
their own share. So in order to ensure prompt release
of State Share as and when required by the Municipality,
Government is requested to provide additional funds
to the tune of Rs. 100 lakhs under the head of account
“2204-00-104-47 (Plan)”. |

has since been identified and the District Collector
has informed that an amount of Rs. 200 lakhs is
required for acquisition of the proposed land.
This proposal has been forward to Government for
approval. In order to meet the requirement of land
acquisition as well as for initial expenditure on
construction of stadium complex at Thodupuzha, Rs.
250 lakhs is needed. |

Promotion
and Upgradation of New Sports Disciplines |

programme envisages introduction and promotion of
new disciplines of sports like Taekwondo, Fencing
etc. in Kerala. Recently. Taekwondo, a Korean
Martial Art has gained worldwide acceptance and
has been included as a discipline of competition
for Olympics as well. Hence a programme has been
launched to give Taekwondo training to schoolchildren
below the age of 18 years. This department in association
administers this programme with Director of Public
Instruction and Director of Collegiate Education
and with technical guidance from the Taekwondo Association
of Kerala. This programme is a well conceived and
executed one, which holds promise of brining glory
to the state and nation by winning several national/international
tournaments. Allotment shall be used during the
course of financial year. |

Tender formalities were completed and the work is
being awarded to the West German Company. An amount
of Rs. 200 lakhs was sanctioned as A.C.A. for this
work is 2003-04 and Government in Finance Department
had promised that adequate funds could be sanctioned
for the project as and when required. But no funds
were provided during 2004-05 and in the Budget Estimate
2005-06. Issue of Technical sanction and execution
of the work are getting delayed for want of funds.
Hence Government have been requested to authorise
additional funds of Rs. 200 lakhs this purpose under
the head of account “2204-00-104-52 (Plan)” |

is a project taken up under the 50% CSS for construction
of sports infrastructure for which Government of
India have agreed to provide Rs. 18 lakhs as central
share. Based on the UC/PR submitted by the Municipality
of Muvattupuzha, Government of India have released
Rs. 9 lakhs as first instalment of Central Share
to the State Government for passing it on to the
Municipality. Government had re-appropriated Rs.
9 lakhs for this purpose vide G.O. (Rt) No. 2467/05/Fin./05
dated 31-3-2005. Yet the amount could not be drawn
and disbursed to the Municipality due to some technical
objections raised by the Treasury. Though Rs. 9
lakhs was proposed for this purpose in the Budget
Estimate 2005-06, no amount is provided in the Budget
Estimate for 2005-06. In this circumstances Rs.
9 lakhs may be sanctioned as additional funds under
the head of account “2204-00-104-71-Open Stadium
(Plan)” in the above purpose. In addition, a
few projects are eligible for central funds as residual
liability of sanctioned/promised schemes. Request
for additional allotment under this HOA for which
it is actually meant, shall be taken up as and when

provided additional facilities in the SAI Training
Centres in the State. At present there are 6 such
centres in Kerala viz. STC at LNCPE, Kariavattom,
Thiruvananthapuram, STC-Kollam, SAG-Alappuzha, STC-Thrissur,
STC-Kozhikode, SAG-Thalassery. As per terms and conditions
for establishment of these centres, respectively for
providing infrastructure facilities such as building,
playfields etc. and maintenance and repair thereon
vests with the State Government. However maintenance
and repair and question of providing additional facilities
in these training centres have not been looked into
for several years now. This has caused great hard
ship to the trainees. Hence a review was made on
the immediate requirement of these 6 centres and announcement
made in the budget speech for this purpose. As maintenance
and repair as well as works on additional facilities
have to be executed urgently. Government have been
requested to authorise Rs. 50 lakhs under a new head
of account to be opened for this purpose. |
